NOT GOOD NEIGHBORS on the construction site. I know they've been asked by our council woman not to start construction until 7, but they repeatedly start banging away at 6 AM in downtown St. Paul. Preparations often start at 5:30 with heavy trucks rolling in and partitions going up. There are apartment buildings on all sides with families. Even with fans and white noise machines going it's impossible to sleep. Exhaustion is up, quality of life is down.
